Arctic blast brings another round of brutally cold air to Northwestern WI. on this Groundhog’s day. Lows dropped to the 20s below zero this morning. A wind chill advisory was issued for the area. Lucky people didn’t have to deal with that part of the cold, as winds were calm. SID: Dirk Miller
