Saint Paul, MN Extreme Cold Polar Vortex – 1/29/2019

The Polar Vortex of extreme cold weather is moving into the upper Midwest with noon time temps in the negative double digits.

Footage from around downtown Saint Paul where the Saint Paul Winter Carnival is going on this week but several of the outdoor activities are canceled due to the extreme cold including the outdoor skating rink at Rice Park.
