Footage of flash flooding from heavy rain and storm surge associated with Hurricane Matthew over the communities of East Lake and Columbia in eastern North Carolina. Vehicles driving and floating in flood waters. Residents of East Lake trapped between the Pamlico Sound and the Albemarle Sound.
